The Essence and Advantages of the Non-Cash Payment System

On February 11, 2026, a seminar-meeting entitled “The Essence and Advantages of the Non-Cash Payment System” was held at the Tajik State University of Law, Business and Politics.

The seminar was organized at the initiative of the Finance and Credit chair in cooperation with the Regional Office of the National Bank of Tajikistan.

The event was attended by Jamshed Safarov — Head of the Consumer Protection Department, Ulugbek Hasanov — Deputy Head of the Banking Supervision Department, Najibullo Sanginov — First-Class Inspector of the Banking Supervision Department, chief of the Finance and Credit and Banking chairs, as well as faculty members and students majoring in Finance and Credit.

In his speech, the Deputy Head of the Banking Supervision Department, Ulugbek Hasanov, provided detailed information on the essence, importance, and advantages of non-cash payment system, emphasizing that the widespread use of modern payment instruments, including bank cards, electronic wallets, and QR codes, contributes to transparency of financial transactions, reduces cash circulation, and promotes development of the digital economy. Practical recommendations were also provided on the proper use of mobile wallets and compliance with electronic payment security rules.

Subsequently, Jamshed Safarov addressed issues related to protection of consumer rights in banking services, informing participants about measures taken to prevent media fraud and protect clients’ interests. It was noted that raising public awareness regarding the proper use of digital financial services is one of the key factors in ensuring financial security.

During the question-and-answer session, participants exchanged views on pressing issues in the sector.

The purpose of the seminar was to enhance the level of digital financial literacy and improve mechanisms for ensuring it under modern conditions.
