TSULBP: Holding of a Scientific and Practical Conference Entitled “The Address of the Leader of Nation as a Mirror of Achievements, Successes, and Social Progress”
On January 27, 2026, the Tajik State University of Law, Business and Politics, in cooperation with the Trade Union of Education and Science Workers of Sughd Region, held a scientific and practical conference entitled “The Address of the Leader of Nation as a Mirror of Achievements, Successes, and Social Progress.”
The conference was attended by invited guests, scholars and researchers, faculty members, and students of the University.
At the opening of the conference, the Rector of the University, Sheroz Muminzoda, welcomed the participants and emphasized that the Address of the Leader of the Nation to the Majlisi Oli of the Republic of Tajikistan is annually presented as a key political, social, and economic document, a comprehensive program for the development of the state and society, and a fundamental guideline for the country’s domestic and foreign policy. This landmark document represents not only a summary of a particular stage of national development but also a clear and realistic plan for the sustainable future of statehood.
The latest Address provided a thorough and comprehensive analysis of all key areas of public life — from the national economy, industrialization, and entrepreneurship development to education and science, social policy, healthcare, culture, rule of law, and strengthening national security. With strategic vision, the Leader of Nation emphasized the need to transition to a competitive economy, develop modern technologies, digitalize all sectors, improve population’s standard of living, create new jobs, and strengthen the legal foundations of statehood.
One of the core priorities of an Address is special attention to science and education. The Head of State has repeatedly stressed that achieving sustainable development is impossible without advancement of science, fundamental and applied research, and training of highly qualified specialists who meet contemporary requirements. This position is of particular importance and places a serious and historic responsibility on higher education institutions, including the Tajik State University of Law, Business and Politics, the rector noted.
Sheroz Muminzoda emphasized that University, as an important research center, is obliged to continuously improve its scientific policy in line with the directives and guidance of the Leader of the Nation’s Address, to develop research in the fields of law, economics, public policy, modern governance, and business, and to implement research outcomes in practice.
At the same time, educating students in the spirit of patriotism, national self-awareness, civic responsibility, and respect for the law remains one of the priority areas of the University’s educational and moral development activities.
Subsequently, the Chairman of the Council of Trade Unions of Sughd Region Sharifullo Abdullozoda, the Chairman of the Trade Union of Education Workers of Sughd Region Musobek Samizoda, the chief of the chair of Criminal Law, Criminalistics, and Anti-Corruption Boturkhodja Qobilov, and the chief of the chair of Management Furqatjon Shamsiev delivered substantive presentations on various aspects of the Address.
The speakers emphasized that the Address of the President of the Republic of Tajikistan to the Majlisi Oli “On the Main Directions of Domestic and Foreign Policy of the Republic” can be regarded as a historically significant document, implementation of which will enable the country to take even more confident steps toward strengthening state independence and improving the quality of life of its people.
The Address of the Leader of Nation serves as a compass that motivates every patriotic and self-aware citizen to contribute to celebration of the 35th anniversary of the State Independence of the Republic of Tajikistan. Therefore, collective efforts are required to create a solid foundation for celebration of this great national milestone.
At the conclusion of the conference, participants engaged in a productive discussion on the topic.
