International Scientific and Practical Conference on “Digital Economy: Innovative Solutions and Opportunities for Their Implementation”

Today, Tajik State University of Law, Business, and Politics hosted a scientific and practical conference on the topic “Digital Economy: Innovative Solutions and Opportunities for Their Implementation,” dedicated to declaration of 2025-2030 as the “Years of Digital Economy and Innovation Development.” Experts, scientists, researchers, specialists, and employees from scientific and educational institutions of foreign countries participated in the conference.
The opening of the plenary session of the conference was conducted by the vice-rector for science and innovation, doctor of economic sciences, professor Davron Dadodjon Bobojoniyon, who introduced the guests.
In his speech, he highlighted the key points for formation and development of a digital economy, as outlined by the Founder of Peace and National Unity – Leader of Nation, President of the Republic of Tajikistan, honorable Emomali Rahmon in his latest address: “Tajikistan is taking decisive steps toward digitalization of national sectors of an economy in order to ensure transparency of economic and financial relations. In the next five years, priority attention should be given to the following areas:

  1. Urgent improvement of the legal framework and adoption of relevant regulatory acts for transition to a digital economy.
  2. Development of digital infrastructure, creation of data processing centers, and establishment of a national data storage system up to 5G networks.
  3. Full digitalization of public services and creation of a single repository of public services.
  4. Development of human capital through training and retraining of personnel information technologies both within the country and abroad, as well as raising awareness about digital technologies.
  5. Widespread use of artificial intelligence in providing services and state registration system.
  6. Implementation of measures to ensure cybersecurity of data storage.
  7. Creation of digital entrepreneurship and development of e-commerce.”

That is why the digital economy is one of the priority areas of development for the Republic of Tajikistan in modern conditions. In recent years, our country has been actively developing its digital sector at a high level. However, it is important to remember that the process of digitalization is the cause of transformations in both economy and society. This process can both create opportunities and pose significant challenges for sustainable development. Therefore, it is important to study, analyze, and determine current status and future prospects of digital economy development.

The current situation and future prospects of digital economy development for our country are of utmost importance.

In this regard, under the initiatives of the state leadership, we decided to establish a dialogue platform for exchanging views and discussing solutions to issues related to development of a digital economy and the use of modern technological opportunities with scientists, experts, and specialists in the field.

During the conference, distinguished scholars and professionals of the Republic of Tajikistan presented reports. They were: Professor Abdukhukur Abdurakhimovich Nazarov, head of the department of Economic Engineering and Management at the Polytechnic Institute of Tajik Technical University named after academician M.Osimi, IT engineer at FJSC “Tavhidbank” in Khujand Shakhboz Ayomjonovich Bobonazarov, head of the Project Department of GSH “Faravon” Maksud Mahmudzhanovich Aripov, Commercial Specialist at JSC TAKH “Imon International” Jamolidin Husenovich Isomadzhinov, Senior lecturer of Information Technology and Communications and Programming department Maskurbek Keldibekovich Murodov, as well as remote (online) presentations, doctor of economics, associate professor of the Finance and Accounting department at Kursk State University of Russian Federation Lyudmila Mikhaylovna Osinevich and doctor of economics, head of the Statistics department at Belarusian State Economic University Stanislav Yurievich Vysotsky, who presented their reports and shared their thoughts.

It was noted that recently development and implementation of a digital economy has become one of the key goals of the Government of the Republic of Tajikistan. The experience of advanced countries shows that in the context of development of digital technologies, there are opportunities to improve other sectors of public life by utilizing them. It should be emphasized that, under the current circumstances of Tajikistan, development of a digital economy is both crucial and timely, and the use of a digital economy to combat negative manifestations of corruption in our country is vital.

At the end of scientific presentations, there was a constructive academic discussion among participants and guests regarding the issues of a digital economy.

Additionally, during the conference, a competition among students was held, organized by IT specialists from FJSC “Tavhidbank.” The purpose of competition was to provide financial support to student clients who are connected to bank’s card service and actively use it. Over 10 winners were awarded certificates ranging from 30%, 50%, to 100%, based on the results of a lottery.

At the conclusion of the international event, participants were awarded Certificates of Appreciation and memorable gifts from the university.

It should be noted that conference continued according to the program sections, during which scientists, specialists, and educators presented their scientific papers.
