TSULBP: Holding of an International Scientific and Theoretical Conference on “Global Environmental Issues: Water, Glaciers, Climate Change”
Today, at Tajik State University of Law, Business, and Politics, an international scientific and theoretical conference was held under the title “Global Environmental Issues: Water, Glaciers, Climate Change,” dedicated to declaration of 2025 as an “International Year of Glacier Protection” and International Decade for Action “Water for Sustainable Development, 2018–2028.” Experts, researchers, specialists of the field, and representatives of scientific and educational institutions from the Republic of Tajikistan and foreign countries participated in the conference.
The plenary session of a conference was opened by the rector of the university, doctor of economic sciences, Homid Hoshimzoda, who introduced the guests. He then emphasized that climate change is one of the major challenges faced by all countries of the world and that in Tajikistan, under the direct leadership of a Leader of the Nation, Honorable Emomali Rahmon, a number of national and international legal acts, as well as globally significant concepts and programs, have been developed and implemented. These include the Law of the Republic of Tajikistan “On the Protection of Glaciers,” “Strategy for the Development of a Green Economy in the Republic of Tajikistan for 2023–2037,” “National Strategy for Adaptation to Climate Change of the Republic of Tajikistan until 2030,” “State Program for Study and Protection of Glaciers in Tajikistan for 2010–2030,” the “State Comprehensive Program for Development of Environmental Education and Awareness of Population of the Republic of Tajikistan for 2021–2025,” and various international agreements.
Additionally, several research centers have been established to mitigate climate change impacts. Scientists and researchers at these centers work on necessary measures to reduce natural disasters and carry out significant research.
In this regard, to fulfill instructions and directives of the Leader of Nation, Honorable Emomali Rahmon, Tajik State University of Law, Business, and Politics has decided to hold an international scientific and theoretical conference under the title “Global Environmental Issues: Water, Glaciers and Climate Change” with participation of scientists, experts, and industry specialists
The purpose of the conference is to exchange opinions among scientists and experts on finding solutions related to rational use of water resources, glacier protection, and climate change regulation. Specialists will also present their scientific views on Tajikistan’s fifth initiative and role of the Leader of Nation in addressing global water and glacier protection issues at international level. The consequences of climate change on planet Earth have compelled climatologists and global community to introduce new methods for prevention, adaptation, and reduction of glacier melting.
At the plenary session, presentations were delivered by: Sohrab Rustamzoda, representative of an Executive Authority of Sughd region; Turdi Mullojonovich Turdiev, head of the department of Geoecology and Teaching Methods at Khujand State University named after Academician B. Gafurov; Davron Dadojon Bobojoniyon, vice-rector for science and innovation, doctor of economic sciences, professor; Anatoly Vasilievich Shevchuk, deputy chairman of the Council for Study of Productive Forces of the Ministry of Economic Development of Russian Federation, head of the department of Environmental and Nature Use Issues, Academician of the Russian Ecological Academy, doctor of economic sciences, professor at Moscow State University; Valentin Nikolaevich Krasnoshchekov, head of Nature Use and Environmental Protection department at the Institute of Public Service and Management of Russian Presidential Academy of National Economy and Public Administration, doctor of economic sciences, professor; and Bakhtiyor Kuramboevich Karimov, academician, doctor of biological sciences, professor at the Scientific Research University of the Institute of Irrigation Engineers and Agricultural Mechanization in Tashkent, Uzbekistan. They participated virtually and shared their insights.
It was noted that in recent years, climate change has become a global issue, attracting attention of all humanity. Rising temperatures, hurricanes and floods, mudflows, earthquakes, avalanches, glacier melting, and other natural phenomena are causing concern among the global community. Therefore, increasing attention is being paid to preventive measures, and strict actions are being taken worldwide to mitigate these effects.

At the conference, participants discussed key topics, including: sustainable goals in cooperation with world community for glacier preservation, challenges in water resource management and their solutions, issues of improving environmental conditions of river basins, protection of an ecological well-being of aquatic ecosystems, glacier melting and climate change, Tajikistan’s initiatives and collaboration with world countries on glacier conservation, impact of environmental factors on water resources, development of global policies on glacier, water, and climate change regulation, water governance as a component of environmental security, economic consequences of climate change, measures to mitigate its negative impacts, scientific achievements in water resource management for food security, methods of drinking water purification, and other related issues.
Following the scientific presentations, participants and guests engaged in productive discussions on global environmental challenges.
At the conclusion of an international conference, participants were awarded certificates of appreciation and symbolic gifts from the university for their insightful presentations.
It is worth noting that the conference proceeded in various sections according to the program, where scientists, industry specialists, and instructors delivered scientific presentations.
The international scientific and theoretical conference, titled “Global Environmental Issues: Water, Glaciers, Climate Change”, was held at the university in a well-organized, memorable, and highly engaging manner, with the effective use of technical resources from both the host university and participating institutions in real-time communication.
